MUSEVENI ATTACKS POLICE OVER POOR INVESTIGATIONS

KYANKWANZI - President Museveni has made a scathing attack on police for failing to effectively investigate murders in the country.
“The other day, I went to Namayingo and I found police was not doing enough on interrogation of suspects. They do not pay attention to detail. My involvement caused arrests. We were in danger of losing clues about these murders,” the President charged.
He was addressing Resident District Commissioners (RDCs), District Internal Security Officers (DISOs) and district Chief Administrative Officers (CAOs) at the closing of their one-week retreat at the National Leadership Institute, Kyankwanzi on Friday.
Mr Museveni said police had also failed to properly interrogate suspects in the murder of Sheikh Abdul Kadir Muwaya, the Muslim leader killed on Christmas Day last year.
More murders
Two other Muslim leaders were killed in December last year and the Inspector General of Police, Gen Kale Kayihura, blamed the rebels of Allied Democratic Forces for the murders.
Mr Museveni told the RDCs and DISOs to intensify security surveillance. 
“In some of these cases like murder, it is better you go there physically and check whether policemen are doing a good job,” Mr Museveni said.
Presidency minister Frank Tumwebaze, who is the line minister in charge of RDCs, said the ministry developed guidelines for them to follow during execution of their work.
“We want them full-time in their districts. We will not tolerate absenteeism. They must hold regular security meetings with police to address causes of crime and which action should be taken. We have also agreed to increase inspection of core government programmes,” Mr Tumwebaze said.
